This is a companion proposal to g22142 which obsoletes Host Aware in ZAC-3. This proposal completes the task for ACS-6

There have been several requests to simplify SMR from both a host and device perspective by obsoleting Host Aware SMR. These will be a separate proposal for ACS-6
